I found this preparation listed for sale in several drug catalogs including the 1880 Woodward, Faxon & Co. catalog and the 1901 Morrison & Plummer catalog. It was undoubtedly a sort of generic variant of the well known La Creole Hair Restorer. The 1880 ad called it "Low's Creole Hair Restorer." I found a recipe for the preparation in the 1881 Compendium of Modern Pharmacy & Modern Formulary. They said it contained 1 pint of rose water, 1 drachm of lac sulphur, 1 drachm of sugar of lead, 32 grains of pulverized copperas, and 32 grains of tannin.
